Kemble Cain is a licensed builder with expertise stemming from over 25-years of practical building experience; over 20-years of those as a Class 1 Licensed Builder working as a Head Contractor. He has a wealth of knowledge, excellent structural understanding and a great reputation for his attention to detail, work quality, and an innovative capacity to find workable solutions to building and design issues. He has a firm understand of the NCC and Australian Standards for construction and an eye for building quality, defects and issues in buildings. His pursuit in improving building methods and outcomes for Sydney’s residential building sector has always been his passion and drive. Specialised in Residential Construction, Kemble’s abundance of expertise allows him to provide specialised Expert Witness Reports to be used as evidence for NCAT hearings. He is an associated member of the Australian Society of Building Consultants (No. 166). In addition to being a highly experienced Licensed Builder, Kemble is qualified and licensed to carry out Building Inspections for New Construction, Pre-Purchase Timber Pest Inspections, and Asbestos Inspections. He is also a CASA Approved and Licensed Drone Pilot able to conduct Drone Building Inspections for difficult to reach area.

New Construction Inspections

Expert PCI and Staged Building Inspections

Build Assure is highly specialised in New Construction Inspections. We can determine if your home has been completed to meet the National Construction Code (NCC), Australian Standards (AS) and NSW Standards and Tolerances, as well as the building contract documents, such as approved plans and specifications. These inspections ensure that the quality of workmanship, materials used, and detail of finishes are within an acceptable standard and allow for quality control to be tracked throughout your build. New Construction Inspections are usually structured around Staged Progress Claims to ensure work is completed, as it should be, before you make payment. However, some opt for just the final Practical Completion Inspection (PCI) prior to handover and making the final payment.

Dilapidation Reports

Record of property condition prior to construction works

Build Assure Consultants can inspect and provide a Dilapidation Report on the existing condition of a property at a given point in time. Our inspection report will serve as an accurate record of the condition of a property and any existing damage, as a point of reference prior to building works commencing. It is often a council requirement to record the condition of a particular aspect of a property within, adjacent or near a building site, which may be affected by construction work — excavation, demolition, or new structures. A Dilapidation Report can serve as a protection for neighbours and builders.
